地理的表示制度はヨーロッパを中心としたワインの国際取引における「原産地呼称制度」が起源だ。不正な産地名の使用を防ぐために公的に基準を定め、生産者と消費者双方の利益を確保してきた。諸外国WTO(世界貿易機関)の発足に際し、ぶどう酒と蒸留酒の地理的表示の保護が加盟国の義務となり、日本では1994年に国税庁が地理的表示制度を制定。2015年に見直しをおこない、すべての酒類が制度の対象となった。国税庁にGI認定された商品は類似品との差別化・ブランド化が可能になり、国内だけでなく海外に対しても価値を明示しやすくなる。世界的に有名なGIの例として挙げられるのが「シャンパーニュ」だ。厳格な基準を満たし、シャンパーニュ地方で生産された瓶内2次発酵のスパークリングワインだけが、シャンパンを名乗れる。日本でも同じように有名なGI酒を輩出し、地域活性と消費量増加を目指そうと、国税庁は近年、とくに酒類のGI認定に積極的なのだ。

山梨県が開発したぶどうなどの品種を農家が接ぎ木などして増やす「自家増殖」について、県は農産物の産地化などの妨げになるとして、改正種苗法で農家に義務づけられる許諾の手続きを原則、なくす方針を決めました。ことし4月に施行される改正種苗法では、国や都道府県に新品種として登録された果物などの種や苗が海外に流出するのを防ぐため、登録された品種を生産者が自家増殖する場合には、自治体などの許諾が必要になります。県は許諾の手続きや手数料が農産物の産地化や品質向上の妨げになるとして、県が登録しているぶどうや桃など27品種について、県の定めた順守事項を守ることを条件に許諾手続きを原則なくし、手数料の徴収も行わないことを決めました。
