The Ministry of Agriculture, Forestry and Fisheries will utilize intellectual property rights for domestically produced agricultural products, such as branded fruit trees, to create a system to “earn money” overseas. It grants production and sales licenses to overseas producers and companies, and allocates the newly obtained licensing income to investment in variety development.
